Tipping your server properly shows that you care, as your waitress pays taxes on the free drinks as well as the priced ones, so affording her some gratuity will put you on her good side. It is extremely important to remember to leave a tip, as it ensures prompt and friendly service which leads to a more pleasurable experience for you, and isn’t that the whole point anyway?
On the other hand if you’re trying to be frugal and want to capitalize on as many free drinks as possible, the general recommendation would be to find your way into a high stakes table game. Cocktail servers know that the high-roller tables is where the money is, so to make the most of their labor hours, they invest a majority of their time here. If you can devise a way to risk small amounts of chips and spread it out over a long enough period of time, you can acquire a decent level of intoxication at a reasonable price. Again, be sure to ask for top shelf alcohol to get the best value.
